EMERGENCY RENTAL & UTILITY ASSISTANCE
Housing Stability Rental & Utility Assistance (HSRUA)
The Maricopa County Housing Stability Rental & Utility Assistance Program (HSRUA) was established to assist renter households with rent and utilities who are at risk of homelessness, housing instability, or facing financial hardship. Eligible households can receive up to two (2) months of payments which include past due rent, late fees, and future payments.
Qualified households may receive up to 2 (two) months of payments for rental assistance. This includes past due payments (and late fees), forward month, and a maximum of $1000.00 for utility assistance.
Prioritization
The funds are intended for those most economically vulnerable. According to federal guidelines, applications for assistance will be prioritized using the following criteria:
- Households living at or below 50% of the Area Median Income (AMI)
- Households living at or below 80% of the AMI
Who is eligible?
1. Renter households ONLY
2. Applicants or Households that have received previous ERA Rental or Utility payments may not be eligible for HSRUA,
3. Household income for the most recent 30 days, must be at or below 80% of Area Median Income (AMI)
4. Proof of Identity
5. Applicant must meet the housing instability criteria or the financial hardship criteria.
- Housing instability criteria: applicant with a notice of past due rent, past due utilities, SRP M-Power © prepaid price plan if 7 days or less on meter, eviction notice, or current rental obligation is more than 30% of household gross monthly income.
- Financial hardship criteria: applicant demonstrates a reduction or loss of income or an unexpected increase in household expenses within 90 days of the application date.

HOME ENERGY ASSISTANCE FUNDS
TCAA has funding available to help families avoid crisis situations by preventing disconnection and/or facilitating reconnection of utility services. Eligible utility assistance providers include Arizona Public Service (APS), Salt River Project (SRP), and Southwest Gas. Eligibility for funds is determined based off household income levels and condition of household crisis.
