What is Puente Project?
The Puente Project, also known as Tempe Basic Income (TeBI) program, is a community-focused pilot that will provide $200 per month for three years to 68 families in Tempe. Families must have a child entering 3rd grade at Thew Elementary in the 2025–2026 school year.
This initiative is a collaboration between Little Pebble and Tempe Community Action Agency (TCAA) to explore how guaranteed income can improve financial stability, advance equity, and influence public policy to reduce poverty.
Why does Tempe need a basic income program?
In Tempe, nearly 40% of residents struggle to afford basic needs. Rising costs for housing, childcare, transportation, and healthcare often outpace wages. TeBI offers monthly support to help families pay for essentials—without replacing existing benefits.
Who is TCAA?
Tempe Community Action Agency (TCAA) is a nonprofit dedicated to eliminating poverty and advancing equitable communities. We support people in the East Valley through core programs in:
- Food Security
- Housing Stability
- Health & Well-Being
- Economic Mobility

Who is eligible for The Puente Project?
To qualify, families must:
- Have a child entering 3rd grade at Thew Elementary in the 2025–2026 school year
- Attend Thew Elementary throughout the program
Families who move schools will no longer be eligible.
What are the program details?
- Amount: $200/month
- Duration: 3 years (Fall 2025 – Spring 2028)
- Total Families Selected: 68
What if my child doesn't attend Thew Elementary or I live outside of Tempe?
- Families must have a child attending Thew Elementary to be eligible.
- You can qualify if you live outside Tempe but your child attends Thew.
Can I apply next year?
The Puente Project will launch with a single cohort in Fall 2025. At this time, no additional cohorts are planned.
Can I still receive SNAP or other public benefits while in The Puente Project?
We hope so! We are working closely with Arizona DES and other partners to ensure TeBI funds do not count as earned income and do not affect existing benefits like SNAP or unemployment. We’ll share updates as we receive official confirmation.
Is this enough to stop working?
The Puente Project is not intended to replace work or other income. It’s designed to give families a financial boost—support for rent, food, childcare, or other urgent needs.

Will my data be shared?
All participant information will be handled with strict confidentiality. A full privacy and data-use letter will be provided before the program begins.
How will success be measured?
We’ll collect data over the program’s three years to understand how regular income impacts family well-being, economic stability, and long-term resilience. Results will help shape future policies and programs.
